What is VHIS and who can buy it?

VHIS is Hong Kong's certified individual hospital insurance scheme. Insurers must consider eligible residents' applications and may accept non-residents; acceptance is subject to underwriting. The tax deduction cap is HK$8,000 per insured person per taxpayer each year. Hong Kong Insurance Connect provides information and broker referrals, not insurance advice.

Can residents and non-residents buy VHIS?

Participating insurers must consider applications for Hong Kong residents aged 15 days to 80 years. This is a duty to consider, not guaranteed acceptance. Applications may attract exclusions or premium loading, be postponed or declined. Insurers may consider non-residents at their discretion; ask about residence, identity documents and territorial cover before applying. A Taiwan or overseas address does not itself establish eligibility. [V1, V2]

For mainland visitors, obtain information before travel, but confirm the permitted application process with the licensed broker. Long-term insurance sales to mainland visitors must take place in Hong Kong; a general enquiry through this site does not buy a policy. [V6]

What changes between standard and flexi plans?

Standard plans have substantially standardised basic benefits and terms. Flexi plans add protection, such as higher limits or broader benefits, above that basic floor; their enhancements can differ considerably. Compare the benefit schedule, deductible, room category, exclusions, geographic restrictions and renewal premiums. “Flexi” does not mean every bill is paid in full. Certification does not regulate the premium or endorse an insurer. [V3]

How much can I deduct from Hong Kong tax?

Under salaries tax or personal assessment, qualifying premiums paid by a policyholder or their spouse may be deductible for themselves or specified relatives. The insured person must satisfy the Hong Kong resident requirement. The cap is HK$8,000 per insured person per taxpayer per assessment year across all policies for that person. There is no fixed limit on the number of eligible insured relatives. For spouses sharing a claim, combined deductions cannot exceed qualifying premiums actually paid. [V1, V4]

For example, HK$10,000 qualifying premiums for one insured person allow that taxpayer to deduct HK$8,000, not HK$10,000. This reduces taxable income; it is not an HK$8,000 cash payment. Buying as a non-resident does not by itself create a tax deduction, and a Hong Kong deduction does not establish tax relief in your home country. [V4]

Can I move the cover to another insurer or country?

Changing insurers is a new application: do not assume your underwriting terms transfer or cancel existing cover before receiving written acceptance. The renewal option to move from a flexi plan to the same provider’s standard plan without re-underwriting is different from cross-insurer portability. Renewal premiums can change. If moving abroad, ask for written confirmation of residence-change notification, treatment territories and claims procedures; certification does not promise unrestricted overseas cover. [V1, V2, V3]

How do I read the Health Bureau certified-plan list?

Our stored official-list snapshot, collected 2026-10-11 with list review date 2026-10-05, contains 33 standard and 546 flexi certification records: 579 in total. These are certification/version entries, not 579 insurers or 579 plans necessarily open to new applicants. Some entries are renewal-only, unavailable or linked to a deregistered provider. Historical versions are stored separately and excluded from these counts. [V3, V5]

Match the full certification number to the insurer’s quotation and policy document. Check the currency, deductible or level, version period, renewal-only notes and provider status. Different levels can have separate numbers. Use our AIA insurer page and Bupa insurer page to locate source-backed entries; these links are examples, not a shortlist or statement that either accepts your residence. [V3]

Compare the purpose of critical illness insurance and QDAP tax deductions. Read your country guide and the Mainland guide, verify the referral process on our trust page, and use the fulfillment ratios hub only for participating policy history, not hospital claims rates. Send a general enquiry with residence and the certification number. We provide information and introductions; a licensed Hong Kong broker provides advice and arrangement.

What do readers ask about VHIS?

I do not have a Hong Kong identity card. Can I apply?

An insurer may consider non-residents at its discretion. Confirm its current requirements; acceptance and tax eligibility are separate questions. [V1]

Does an insurer have to accept me if I live in Hong Kong?

It must consider applications within the stated resident age range, but underwriting can lead to exclusions, loading, postponement or refusal. [V2]

Is a flexi plan always full cover?

No. Read its limits, deductible, exclusions and territorial conditions as well as its enhanced benefits. [V3]

Can I deduct premiums for several family members?

Yes, if they meet the specified-relative and insured-resident conditions; apply the cap separately to each insured person and keep the qualifying-premium statement. [V4]

Is the deduction the amount I get back from IRD?

No. It reduces taxable income; the tax saved depends on your assessment. [V4]

Can I change insurers without another health assessment?

Do not assume this. A same-provider flexi-to-standard renewal option is different from an application to another insurer. Confirm acceptance before ending existing cover. [V1, V2]

Why is a listed plan not available for me to buy?

The list can include renewal-only entries and provider-status notes. Check the exact certification version and current new-business availability. [V3, V5]
