Can overseas Chinese buy Hong Kong insurance remotely?

As of 11 Oct 2026, approval of the proposed overseas route for Chinese passport holders is unconfirmed. Existing video onboarding does not prove permission to buy from abroad. Hong Kong Insurance Connect tracks official evidence and refers general enquiries to licensed Hong Kong brokers; we do not arrange remote purchases.

What does the official evidence timeline show?

Date Official evidence and its limits Status
2020-08-05 IA sandbox circular allows applications for video distribution trials and requires customer location controls. Mainland visitor customers must be in Hong Kong before sales begin. [R1] Historical framework, not overseas approval
2026-10-11 Checked IA digital-onboarding overview: it describes video onboarding for some insurers under a pilot. It does not establish a passport-based overseas entitlement. [R2] Overseas proposal unconfirmed
2026-10-11 Checked IA consumer FAQ: Mainland visitor sales and signatures take place in Hong Kong. No official launch instrument for the proposed overseas route was verified in this review. [R3] Overseas proposal unconfirmed

The dates after the historical circular are our check dates, not dates of new IA announcements. “Unconfirmed” means we have not verified official approval; it does not assert that the IA has rejected the proposal or that every digital sale is prohibited.

Who is this proposal about?

The question concerns Chinese passport holders living outside the Mainland. Passport, habitual residence, tax residence and physical location during the sales process are distinct facts. This tracker has not verified an official final eligibility definition, permitted countries, product scope or effective date. Give the broker those facts and request the actual authority for the proposed route; do not infer eligibility from nationality.

Is video onboarding the same as buying from overseas?

No. A remote meeting can occur while the customer is physically in Hong Kong. The historical sandbox circular specifically requires checks of customer location. An online signature, insurer app or video appointment alone does not establish permission for your location and product. [R1, R2]

Can Mainland visitors use an overseas address instead?

Do not misstate residence or location. IA consumer guidance requires the Mainland visitor sales process and signatures in Hong Kong. Ask the licensed broker how your genuine circumstances are classified; an overseas address is not proof that a Mainland visitor rule has stopped applying. [R3]

What would change the tracker to confirmed?

We would need an official IA announcement or instrument identifying the permitted customers, locations, products, conditions and effective date. Consultation, discussion and a broker’s assertion are not final approval. A company-specific permission would support only that permission’s actual scope. Each update should preserve the source and date, rather than replacing “unconfirmed” with an unsourced launch claim.

What should I ask before making travel or payment plans?

Ask the broker for the IA source or written authority, the insurer’s acceptance and the location required for each sales step. Also check your residence country’s insurance and promotion rules. Do not provide false location evidence or assume a video link overrides local law. No booking or payment recommendation is made here.

Read the Mainland country guide, UK guide and US guide as relevant to your residence and status. Check the trust page and fulfillment ratios hub; historical benefit ratios do not prove purchase eligibility. Send a general process enquiry with your actual residence and passport status. We introduce enquiries; the licensed broker handles advice and any lawful arrangement.

What do overseas passport holders commonly ask?

Has the overseas Chinese passport route officially launched?

Unconfirmed as of the check date. No official launch instrument was verified in this review.

Does “unconfirmed” mean the proposal was rejected?

No. It records the evidence limit, not a rejection decision.

Can I buy because an insurer offers video appointments?

That alone does not establish overseas permission. Confirm location and product scope with the broker. [R1, R2]

Does my foreign permanent residence automatically qualify me?

No final eligibility definition was verified. Ask for current written authority addressing your circumstances.

Can I complete everything while visiting Hong Kong?

Ask the broker to confirm insurer eligibility and process. Mainland visitor sales and signatures must be in Hong Kong; visiting alone does not guarantee underwriting acceptance. [R3]

Can I use someone else’s Hong Kong location on the call?

No. Give accurate location information; the IA framework requires location controls. [R1]

Can you arrange a remote signing for me now?

We do not arrange insurance. A licensed broker must establish a lawful route and insurer acceptance first.
